Here’s What You Need to Know

Virginia Beach Public Library (VBPL) is committed to access, literacy and lifelong learning. As part of that commitment, we continually evaluate how to provide high  quality services in a way that is sustainable for our community — both now and in the future.

Access to physical and most digital content will remain available to all Virginia Beach Public Library cardholders. However, beginning July 1, VBPL cardholders who live outside of Virginia Beach will no longer have free access to Hoopla, Libby or Kanopy in the Digital Library.

Access to remaining resources in the Digital Library will not be impacted.  

Why the Change?

Digital services have grown dramatically in popularity. Because VBPL pays for these platforms based on usage, rising demand has led to significantly higher costs. The current model is no longer financially sustainable.

To ensure we can continue offering these services at a high level — without reducing access for Virginia Beach residents — free access will be limited to Virginia Beach resident cardholders. 

What’s Changing on July 1?

Free access to Hoopla, Libby and Kanopy will be limited to Virginia Beach resident cardholders. These services will remain free for residents, as they always have been.

Non residents will need to pay a non-resident fee to continue using Hoopla, Libby, and Kanopy.

This is a targeted update affecting only a small number of high-cost digital services. VBPL continues to maintain broad access to physical materials, library spaces, computers, programs and most digital resources for all cardholders.

If You’re Not a Virginia Beach Resident, You Still Have Options

  1. Purchase a non-resident card
    • Existing cardholders living outside of Virginia Beach must purchase a non-resident card at one of VBPL’s branch locations. New non-resident cards may be purchased online.
    • Pricing:
      • $15 for 3 months
      • $60 for 12 months
  2. Check with Your Local Library
    • Many library systems offer similar digital services.
  3. Continue Using VBPL
    • Non residents still have free access to:
      • Physical materials
      • Library spaces
      • Public computers
      • Library programs
      • Most digital resources including Magzter, LinkedIn Learning and others.

If You Are a Virginia Beach Resident

Good news — nothing is changing for you.

You will continue to enjoy full, free access to Hoopla, Libby, Kanopy and all other VBPL digital services.
